Altering Overworld Palette Offsets

To Poco Loco: I looked there first. It didn't help at all.
Not to mention, all I can find in that list related to the overworld/town seem to be the palettes' values themselves, not the palette pointers that I'd need to alter. I'm looking for what's telling the game "load Celes with palette #0" to change it to "load Celes with palette #2".
To Zeemis: I had a look at that, and it doesn't help me anymore than Lord J's page. :-/ I've looked for palette pointers specifically, but there doesn't seem to be any for the overworlds?
I haven't been clear enough, I'm sorry, but I've never actually hex edited anything before. I can't just look at everything, deduce where the palette pointers are, and yay it's over! I wouldn't be here asking for help if that was the case, now would I?
I actually do need a small list of "this is telling what colors Terra will be, this is Locke's, etc."
